If the last discussion was in 2015, you could ask again, at
Wikipedia:Copyright problems. It is complicated because this is a photograph, not a painting, and the original copyright may be in the corporate body which took it. (if it were an individual photographer who owned the copyright, it depends on when the photographer died.) But that all affect commons, not fair use. The Fair use limitations do not take tany of that into account. You can best find out by adding it to enWP, not Commons, and filling in the form. DGG (
