As I'm looking through the references per my message below, I realize that there is a huge overlap between this article and Empowerment Plan, and it's not easy to decide which bit of information should go where. It would be easier if the two articles were merged, but I don't feel strong enough that they should. I'm just mentioning it to raise it as an issue that we need to deal with. As for me, aas I am working on adding some of the references from the previous section, I will mostly not add them to this article, but to Empowerment Plan. — Sebastian 19:50, 10 December 2015 (UTC)
