Never-constructed?

Shouldn't this article be titled "Never-constructed..."? "Unconstructed" sounds like something once built and later taken apart (or taken out of service in the case of a road). It also is used in a different sense in the garment/apparel business. Casey ( talk) 20:33, 20 March 2012 (UTC) reply
