Romania v Ukraine

Romania at the top of standings after 2nd leg of matches

Romania should be at the top of standings, because all teams have same number of points, so goal difference is taken into account. See tiebreaker rules: UEFA Euro 2024#Tiebreakers

1. Higher number of points obtained in the matches played between the teams in question; 2. Superior goal difference resulting from the matches played between the teams in question; 3. Mention of 4-4-4-4 groups in other tournaments
