There is an awful lot of what looks to be 'original research' in here. Many statements seem to be unsubstiantated and overgeneralized. There also seems to be a lot of emphasis on the notion of what a treaty is regarded as since the Vienna Convention on the Law of Treaties went into effect in 1980. When I have a chance in the future, I will try to outline some of these issues and bring them up here before making changes to the article.
