In the introduction, the article says "With a carbon content between 0.5% and 1.5%, tool steels are manufactured under"...(rest of sentence omitted) Percentage of what? Is it a percentage of the weight, volume (which seems to me to be unlikely), atom count, or some other metric? The absence of needed context renders this sentence uninformative.

What do grades like OHNS (oil hardening non-shrinking steel), HCHCR (high C high Cr) that are frequently used in India mean? What are their compositions? Their equivalent grades? —Preceding
