Just wanted to put a note here since I think taking it out makes more sense than changing it. I've removed the line:
"Large deficits from construction have caused the corporation to become insolvent"
from the intro since it's source is from 2006 (and now a dead link), while this report from 2015:

seems to indicate liabilities of ¥46.8 billion and assets of ¥76.6 billion (page 13).
