I think Specified Secrecy Law is more suitable for the name of this article than Special Secrecy Law. I just don’t see the reason to use Special instead of Specified.

Special Secrecy Law → ? – The Japanese original name for the law translate to Specific/Specified Secrecy Law instead of Special Secrecy Law. The name Special Secrecy law doesn't seem to be used by English media either. However, some English media seem to call the law as something similar to State Secrecy/Secrects Law, so I can't be sure about which name would be better, the literally translated one or the one more commonly used.
