The plebiscites would create municipalities from barangays under the temporary designation of "SGA". It is not really a your ordinary incorporation referendum as these barangays are already under the BARMM but under towns outside the region. We probably should wait for the plebiscites themselves to happen before considering a merge in my opinion.

Also, at the very least, for special and recall elections and bigger plebiscites, we don't create an article until COMELEC has released a calendar of activities. That hasn't happened here, and most likely, this won't be held until 2024. This is the only plebiscite article that we have in the municipal/city level. We don't do cityhood plebiscites as that's simply mentioned in the article of the city/municipality.

It's in limbo. This plebiscite should solve that as the SGA will be no more and will be replaced by eight towns.
I've seen COMELEC refer to
Isabela, Basilan as a "special province" in reference to finding your precinct in the past barangay elections, but it doesn't make it an actual "province". FWIW, the SGA as a unit is not an "LGU", but its constituent barangays are.
So there are issues with this article:
We don't create articles on electoral exercises until we have a calendar from the COMELEC. We don't have that here.
We don't create articles for sub-provincial electoral exercises. Apparently,
2023 San Jose del Monte conversion plebiscite involved the entire province of Bulacan, so that is a provincial-level plebiscite, and was created a day before plebiscite day (see #1). This is not a provincial-level plebiscite; it's somewhere between barangay- and municipal-level.
SGA is in some special status. From what I know, the bills doesn't mention consolidating the new eight municipalities to a new province, so presumably the eight towns will be like Isabela, part of another region but the mother province is but in reverse. SGA towns part of BARMM, Cotabato itself still part of Socksargen.
In regards to the points:
1. Admittedly this is a case of
WP:TOOSOON, I assumed that the plebiscite will be held within 2023, (legally the plebiscite should be held X days after published in Bangsamoro Gazette) but then again the
Maguindanao division plebiscite was way way too late.
2. I think the San Jose del Monte plebiscite was more on it satisfied
WP:GNG, should reduce the clutter on the main
San Jose del Monte article. And the SGA is not your ordinary country subdivision, so I still believe a standalone plebiscite article may be warranted at a future date.

I have no issue with the SJDM plebiscite article, as aside from it more that satisfies
WP:GNG, the plebiscite encompassed an entire, actual province, and was made after COMELEC released a schedule for it.
I suppose the eight new towns will still be a part of (North) Cotabato, so they're not being created as a new provinces out of themselves. For this article, this was created before COMELEC released the calendar of activities, is a sub-provincial plebiscite, and the entire article is quite simply the SGA article only jumbled around. The SGA is a temporary matter (not unlike provinces which are more or less permanent), its existence is based solely on the results of two plebiscites, the
2019 Bangsamoro autonomy plebiscite creating them, then this future plebiscite is being proposed solely because of the result of the first plebiscite. Quite simply, this should be merged into this article as the this future plebiscite is the "end result" of the SGA... unless this plebiscite is defeated, then there'd be another plebiscite because the SGA cannot exist as a "permanent thing".
