I may be confused but "limestone" is not a designation of a formation, correct? And as such it wouldn't need to be capitalized? I would think that this name "Solnhofen limestone" is simply to distinguish it from other "Solnhofen" items, and the "limestone" part is not truly part of its name or designation?

A name "Solnhofen limestone" would mean a limestone from Solnhofen, not the Solnhofen Plattenkalk; the famous formation called Solnhofen Limestone in English. Cf. "Utica shale" is a shale from Utica, not the Utica Shale.
