The first few paragraphs sound like promotional text produced by the City Council itself. It doesn't sound objective or encyclopedic. The later sections inspire more confidence. I notice that the later sections use capitalization and word-forms (council member vs. Councilmember) that differ from those puffy-sounding intro paragraphs. I'm thinking that the extra "position" column in front of "districts" causes more confusion than it's worth, suggesting there's a carry-over from the position system into districts. There was never any carry-over from former positions into new districts, they all had to go through re-election and they had a choice to run in their district or at large. As the table has been in for several years, I figured I'd start a talk and see if there's any "oh no" responses before being bold and inserting this.

No mention is made of a recall procedure for members of the City Council. So, is it possible? Recall is not always possible; it depends on State law and local ordinance. Considering recent events, and the very slow turn-over of the Council through elections, this information is becoming pertinent.
