Has the all-season road ever been completed? The article gives an ETA of 2009, but then doesn't say if it was ever finished or not. — Preceding

Deletion?
I would say that there is much more to be said aboput the article. A search on Google surprised me on the information present, more than I would have expected when researching such a road. As a matter of fact, I should add that information as soon as I can.
