Support, given the other highway articles. I checked all of the other (Brazil) articles in
Category:Highways in São Paulo (state), and in most cases, there were three or mpre SP-whatever topics at the un-disambiguated titles. The only exceptions were
SP-306, which for some reason is a redirect to
Rodovia Luiz de Queiroz (SP-304), and
SP-85, which redirects to the patrol boat. From this I'm concluding that the highways are the primary use when they have no "competition" aside from the patrol boats.
