No, y'see, there are specific guidelines for Canadian city-neighbourhoods; only when somewhere e.g. Sardis, Aldergrove, Ruskin has long had a separate identity (and pref. postal address) from the municipality it's located in is an exception made (or as in Ruskin's case, it's bisected by a municipal boundary) is the comma-province designation to be used. James Bay has always been part of Victoria, even before the colony (of VI) was founded (in 1849) (it was James Douglas' personal estate, hence the name).
