Portions of that video need to be cut. The portions of the CBS broadcast about reaction to the speech and civil rights issues are almost certainly copyrighted by CBS. -

c:Template:PD-USGov-POTUS is well supported on the Commons. If I'm not mistaken the entire work was a product of the United States government and therefore belongs to the public domain. I could be wrong, in which case I would appreciate assistance from an admin with cropping the video and deleting the old version. The work involved would be to remove the commentary section (I guess).

The template is not the matter in question, it's whether it's accurately applied. The source is a Youtube link, which very clearly states that it is from a CBS broadcast, and I don't see where this is kept in the JFK Library Collection. If it is, the relevant page there would probably say whether or not it is PD. As I understood it (from writing this article back in the day), there is actually no US government footage of this event; the speech was captured by the Big Three network broadcasting cameras. Thus, there are probably three very similar video takes of this event with NBC, ABC, and CBS each having copyright over them. The written copy of the speech is in the public domain, since it was written by a federal government employee, but the copyright of the recordings is reserved to the private companies who captured those recordings. -
