Wound up here from looking up someone purporting to be this person on Twitter. I agree it seems to be someone's personal C.V. and not an actual article. The only source I could find that isn't under his direct control was...unflattering. [1]
Essentially, it seems he's a COVID skeptic using his economics credentials to pass himself off as an expert in data science. That said, this article was edited by several people over 10 years, and he's made a name for himself lately, even if it's not a good one, so it may be valid if sources were added.
