The post of Chief of Army is a fairly recent one. Since the post was created there have been no non-Chinese in it.

Also, are you dead certain he was Eurasian? In the link you provided, his rank is given as "Brigadier" – a non-existent rank within the SAF. Is it possible that he was a British-appointed director of general staff, since Lee Kuan Yew himself said the late Dr Goh Keng Swee was de facto in charge from 1970-74 as Minister for Defence?

I'm aware that the two ranks hold equal stature, but my point was that if he is referred to as simply "Brigadier", which isn't a rank within the SAF (with the equivalent rank, as you pointed out, being BG), maybe he wasn't Singaporean? I can't say for certain, however. In any case, I hope the quotes I've provided you go some way to clarifying the matter of the appointments of COA and CDF being recent. Best,

how do you defined Singaporean even then and now? BG Singh is stated to be originally from India. Eurasian is a ethnic group from the Straits and no where else. In the early days, Singapore adopted British ranks.
