The quote I was referring to is “ The Clinton administration preserved the stations within a revised International Broadcasting Board, which also incorporated the VOA. It say: The role of RFE and RL in encouraging the political change was well argued on Capitol Hill by Sen. Joseph Biden (1942- ) in whose state (Delaware) the stations were incorporated. The Clinton administration preserved the stations within a revised International Broadcasting Board, which also incorporated the VOA. Read the paragraph right before that, which describes RFA as another station under the same organization. The point being either way that the same infrastructure and assets that created the original RFE was salvaged to make the current RFE AND RFA.

Meaning they reused old hardware and old people from other stations to create this new station? This is not clear. Which people (names) and what hardware?

Neither of those are detailed specifically in the source. This is a very niche area that will require specific research, but I’d recommend looking at the citations from the book itself on the subject matter. I don’t know why we need to know the specific hardware and individuals carried over to make a noncontroversial claim that two outlets with the same purpose and same name reallocated similar resources.
