I'm not sure what the intended scope of this article is, so I can't fix the problem myself:
Once either of those two things is done, the "globalize" tag can be removed from it again. However, as things currently stand, the US-specific scope of the article's content does not match the global scope of the article's title. Bearcat ( talk) 18:02, 3 March 2016 (UTC)

I think that you handle several aspects of this topic very well, but miss a few key points and angles to this complex topic. I think the article was in-depth and provides a good baseline knowledge of the topic. I would like to add to this page and give even more information about this situation!

In this discussion ( https://news.ycombinator.com/item?id=31670437) there are many sources that could potentially be used to improve this article. Particularly related to how much property tax plays into funding. I don't plan to update the article soon but help others may see this and be able to incorporate some new information.
