This article is confuse Province with han. Province was established in Nara period or late Asuka period, and carried through to the Meiji era.-- 井中 康太朗 ( talk) 04:04, 14 May 2009 (UTC)

Were the circuits an administrative level?

Were the prefectures at the time before the Meiji Restoration the fiefdoms or han with about 300? If so, are there any references of those subdivisions? jlog3000 ( talk) 12:32, 28 May 2008 (UTC)
