Copyright violation or plagiarism?

When I went looking for a source for the Cracker Jack quote, which was tagged with citation needed, I came across an obituary from the Seattle Times that is copied almost word for word into this Wikipedia page.

I’m not sure if this counts as copyright or plagiarism.
