Route description
The route is generally smoothly-flowing, but can be somewhat congested near main towns during the summer from tourists and cottagers. The term is explained at its first appearance in the last paragraph of the history section. It is a common term, in Ontario at least, to describe when a higher government dumps the financial responsibility/liability for infrastructure or services onto a lower level of government.
