User:Zigzig20s, Elkman's tool is supplied by the main NRIS database "version 2013a" as of some date in 2014, with coordinates merged from some other file dating from 2011 I think. It seems not to have coordinates for most historic districts, and I think he has no coordinates for places listed after 2011, and there are others missing. However the editors who maintain the NRHP county list-articles have gotten coordinates for almost all places, including fixing coordinates that seem grossly wrong, and figuring out coordinates from addresses given and using Google satellite view or similar approaches. When I create articles like
Trenton Historic District (Trenton, Tennessee) I get the coordinates from the NRHP county list-articles. Either way: if Elkman supplies coordinates and they are the same, then i label them with "source:NRIS2013a", and if the list-article has different coordinates I use those, with label "NOTNRIS2013a". Only rarely do I figure out coordinates on my own from Google satellite view, in which case I label them "source:Doncram". --

I think yes that category should be added, because this article covers several monuments, and it would be fine and good to expand about them here, i.e. not plan to have separate articles about them. I'll just add it now, and if there is disagreement (which i don't anticipate) then it could be removed. --
