In the Goon Show episode the question "Who would be walking around the cliffs with a gas oven at this time of night?" was given the answer "Lady Docker". But was it a reference to Norah, Lady Docker, or was it just a reference to a lady muck character?

Given that this show was broadcast on October 12, 1954, it was almost certainly a contemporary allusion, well before the expression had passed into common usage.
