NYC Emergency Management → New York City Emergency Management – The portion of the New York City charter that authorizes the department states "There shall be an emergency management department, which may also be known as the New York City office of emergency management". [1] Wikipedia articles about other NYC departments consistently spell out "New York City" in their titles.
