My understanding is that the original Pittsburgh Courier went bankrupt in 1965 and its assets were liquidated. The New Pittsburgh Courier continues the name of the original, and to a great extent its mission, but it is not the same paper as there is no direct link between the two except the name.
I would suggest that there be two separate articles, one on the Pittsburgh Courier (1907-1965) and one on the New Pittsburgh Courier. I would also suggest changing the second sentence in this stub to read
"Named for the original Pittsburgh Courier, which was published from 1907 to 1965."
I agree that two separate subjects should each have there own article. However, each subject then would have to meet the requirement of notability on its own. If the Pittsburgh Courier article does not meet the requirement the next best place to put information about the Pittsburgh Courier would be to talk about it in the New Pittsburgh Courier article where the two similar(even if only in name) subjects can meet the requirements together until the content can hold the weight of its own article. Having said that, you are welcome to edit
Pittsburgh Courier with content that meets Verifiability, No original research, Neutral point of view core content requirements.
Your concept version for the second sentence would be good if we can find a third party reliable source to back the facts.(that New Pittsburgh Courier was named after the Pittsburgh Courier and that operating dates of the Pittsburgh Courier.)
