"The dam and the river are owned by and located in Kerala" is wrong. "The dam and the river are located in Kerala but the dam is owned by the government of Tamilnadu" is correct.
Please refer to page number 194 of the Reference 1 pdf. The first mentioned in the Tamilnadu's list is Periyar(MullaPeriyar) - Year of Completion: 1895. This is enough to prove that the dam is owned by Tamilnadu though it is located in Kerala.
List of Dams owned by Kerala is in page 83 and 84 of the same reference. The oldest dam owned by kerala was completed in 1947. Dam constructed in 1895 is not mentioned at all.

Not done: The citations for lease agreement states that dam is leased to Tamil nadu; which implies owner is not Tamil Nadu. Also, the Reference 1 pdf (National Register of Large Dams) indicates the operating body of the dam (eg: Parambikulam, Aliyar, etc). Further, the lead clearly states "the dam is controlled and operated under a period lease by neighboring Tamil Nadu state". Hence, there is no confusion here. Cheers, --

I would like to know if it would be better to split the article and move the dispute related to the already available article, We already have good examples here,
It is indeed a good suggestion. Some sections of both articles are the same. We can move the dispute entirely to the Tamil Nadu-Kerala dam row and keep a brief and internal link in this article. Cheers, -- Aarem (Talk) 14:47, 3 January 2012 (UTC)
This book states that the dam was built with concrete filling (refer pages 182 and 188). Nevertheless, I am not sure of the reliability of the source. But this contradicts the commonly mentioned lime stone and "surkhi" filling. -- Wiki San Roze †αLҝ 15:06, 11 January 2012 (UTC)

I had see many people are editing about ownership of the Dam to Tamil Nadu and Kerala. Please have a discussion about ownership of the dam. Please provide only Govt of India and state Govt citation/proofs.

The 999 lease is only for the Land that is submerged due to the dam water and not for the Dam, Yes, since the dam is built on the land the dam is assumed to be on lease. Moreover we don't always need a Govt official report in wiki, any trustable source pointing to the exact line should be enough. Please discuss before remove the provided citations, We currently have 2 citations, Please provide atleast one that clearly states that the Dam is owned by Kerala. Thanks. As far as i know the dam is called by the name "mullaiperiyar dam" In tn and all tamil websites.the headings and the spelling of dam's name is quoted in the article as "mullaperiyar" which hence becomes a Malayali Name this creates a dispute,confusion and questions wikipedia of its central stance on this issue.Even the name of dam is been written in tamil for many yrs in newspapers as "முல்லைப்பெரியார் அணை ". so can u reconsider the spelling of name.if i am wrong in my stance please notify me
Well, the dam is never owner by Kerala. Only the land submerged under the dam water is under the lease for 999 years and hence some assume that the dam to be under lease which is a complete wrong. There is a continuing flip-flop of edits about which state has ownership, and no significant consensus from the previous talk page discussions, which have arguments for either Kerala or Tamil Nadu that have obviously not been fully resolved.
