I think this article should be a paragraph in the article Syntactic movement. The two articles practically talk about the same thing. This article presents a certain theory to explain a syntactic movement. It one of the main theories in this subject and a basic theory in Generative Linguistics, and yet its description here is not very long, and shouldn't become too long in the future, I don't see why a person should skip between the two articles in order to get the whole picture.
