I think the Minister deserves a separate page from the Ministry; i.e., the office of Secretary of State in the US should have a separate page from the Department of State. The Ministry of Foreign Affairs, and its various incarnations, has a unique status and history, separate from the role of the Minister of Foreign Affairs, whose role has been around for much longer than the department.
I agree, the Minister is quite distinct from the Ministry and should have separate page.
I also believe they should not be merged, and agree with the above reasons. Since there seems to be a consensus, and the tags have been up for months, I'll remove them. --

Inconsistency?
The first line says that the post is a major Cabinet portfolio - but then we're told that Peters is outside Cabinet. How are those reconciled? I see the "under a special agreement" bit, but that is not explained properly or indeed at all.
