The photo shown is of the extant Emerson-Holmes Building, which has a separate listing on the National Register of Historic Places. The Militia Headquarters Building was on the current parking lot immediately to the east (to the left of the Emerson-Holmes Building as you're facing its front.) [1] I think some confusion comes from the fact that the address numbers currently on the Emerson-Holmes Building - 564-566 Mulberry St - do seem to overlap with the historical address numbers of the Militia Headquarters Building (particularly the number 564), it's likely this occurred after the Militia Headquarters Building's demolition, as the Emerson-Holmes Building was listed on the National Register at 566 Mulberry St only.
