Good question. I think so. I have tried to get more sourced information about this specific memorial, but have not completely succeeded yet. It is usually referred to as a martyr memorial for revolutionary people, who died for their country, so it suggests that you are right to some degree. But good sources are needed, and I cannot read Vietnamese unfortunately.

What is Communist architecture?
Hello. I use to think of myself as broadly informed about architecture in general, yet I never heard of socalled 'communist architecture'. Is that a special architectural style, that one can study somewhere? What are its typical features? Why not write an article on it? Until then I suggest Wikipedia-writers use words that actually exists.

Now I had a closer look at the monument and it is actually build in the socalled modernist style. This is a real and existing architectural style and I have changed the page accordingly, with a reference too. Look up modernist architecture to learn more

Name
I am missing the real name of this memorial. Both the original Vietnamese name and a proper translation.
The most informative sources I have found form my own search, is the associated pictures in the wiki commons Gallery. They state, that the name is Đài liệt sỹ in Vietnamese and Memorial to the Revolutionary Martyrs in English. But apparently Đài liệt sỹ, just means "cemetery of Martyrs" and is not a real name. I am not skilled in Vietnamese though, so I am stuck right now.
