It appears to me that the list includes both people who have renlinquished US nationality and those who have renounced it. Technically, they are two distinct processes, though the result is typically the same. If you relinquish your US nationality the effective date of loss of nationality is when you relinquished it by commmitting the expatriating act. If you renounce, it is when you formalize the process.
