I think the following are true, but it would be worthwhile to chase down references from the
History of Rhode Island:
I think the boundaries of Providence County are now the same as the original boundaries of the municipality of Providence, except for territory acquired from Massachusetts in the east. I think the animated map is inaccurate because it does not show this transfer.
I think Kent County follows the original boundary of Warwick, but I'm not sure about the Greenwiches. I don't think Warwick was part of the original colony of Rhode Island and Providence Plantations until 1663; it would be interesting to extend the map animation further back in history to show these early boundaries.
The history of
Washington County, Rhode Island is a bit murky; I'm not sure what colony the original settlements were allied with, or what the originating municipality was.
Since 1991, court has been held in the McGrath Judicial Complex at 4800 Tower Hill Road in the village of Wakefield, also in South Kingstown.
So what's the real county seat? All of these places are unincorporated communities in South Kingstown, but a county seat does not have to be incorporated. --

The current wording in the article is bizarre on this. It says West Kingston isn't (wasn't?) really the county seat, because it doesn't have local government of its own, but that's nonsense - as NE2 says, a county seats doesn't have to, and numerous, numerous county seats are not in incorporated municipalities.
