I've excised the sentence and reference:
"It was announced on June 8, 2009 that Dakota County will start using the ABC 123 format beginning in 2011, when the new plates are expected to roll out. [1]"
In response to a strong public reaction in favor of keeping the 70 prefix, the decision to use the ABC 123 format was reversed on August 17, 2009. The Sioux City Journal covered the story on August 18, 2009: http://www.siouxcityjournal.com/news/article_98d2a1b0-3bc4-5bef-947d-3c5b3bb51590.html

Some Nebraska county articles list cities (which are governmentally independent of any township, as opposed to villages, CDPs, etc., which are always located in some township) in their township listings, whereas others do not.
