According to the
storm survey data the killer tornado in the Venus area was an EF2, but
NCDC lists it as an EF2 EF0. Here and on the outbreak page we have it as an EF2, but
here we have it as an EF0, so which was it? It seems odd that there would be a disagreement of two whole ratings.

It doesn't matter what NCDC says. Pay no attention to it (it's been wrong before). NWS Tampa Bay (the ones who surveyed it) determined the tornado to be an EF2.
