Seven Pandas: It means "rookie". There's a footnote at the bottom of the "Hulman/George Era – INDYCAR sanctioning (1998–2019)" table. It's debatable whether that's the best place for it.

I disagree. Footnotes belong at the bottom of a table. This is standard practice in academia. I understand that some who see this article may not be well educated, but still - there are standards. Footnotes go at the bottom. Hence the name, FOOT note.
