Somalia is a member of the Arab League, which is the "objective" criterion for inclusion in lists about the Arab World in WP; the Arab League let Somalia in because Arabic is (or rather was) a second official language of the state and because there are some cultural links between Somalia and more certainly Arab countries (particularly Yemen). It's somewhat idiotic (I speak as an Egyptian, and one who actually does identify as Arab, at that), but the rules are the rules.

About Somalia
Somalia's inclusion in 1 organisation should not classify it as an "Arabic" nation; Only about 10% of Somalia is arabic, the country doesn't speak Arabic, nor even use the Arabic Script. 🤓
