Not an advertisement
I would like to beg to differ as it is a Governmental Orgainsation under the Governement of India. It is a non-profit organisation and serves to encourage students to take reserch carrer. "Kishore Vaigyanik Protsahan Yogana" is a Hindi (language) sentence which means, "Commitee to encourage intelligent students to become scientists.
Per
WP:NOTDIR "Contact information such as phone numbers, fax numbers and email addresses are not encyclopedic." In addition wholesale taking of material from another site may be considered
plagiarism, unless there is express permission from the copyright holder. Either way, this article reads as a promotional piece and could be well argued as being POV, especially if it was taken wholesale from a promotional site. It does not matter if it is a governmental organization or not. Encyclopedias do not promote organizations. Make sure you read through
WP:SPAM as it provides good direction as to what is, and is not considered spam.
