Not born in Chhattisgarh

Chhattisgarh was created in 2000, so Youngs was clearly not born there in 1910. What place he was born in less than clear. I think it may have been part of the Madras Presidnecy, but someone with a more clear grasp of the early 20th-century geography of India may want to review things to make sure that is correct.
