consistent units
I've converted the 110,000 barrels into 16,000 tonnes, to be consistent with the rest of the article. 6.3 barrels per cubic metre, density 0.93 tonnes/m^3 were used.

Can this still be considered an ongoing event? I think not, but will wait a few days for other editors to chip in before rewriting to past tense.

The Ministry of Environment, with the help of many donor countries and non-profit organizations,
has been working on the clean-up effort. This includes
legal issues, such as compensation, which is being dealt
with through the United Nations General Assembly. The
