Many countries (notably the UK) have civil ensigns, flags flown by civilians when at sea. And, navies of these countries have a different version of their maritime flags. For example, in the UK, civilian yachts wear an ensign with a red field, while their navy ships wear one with a blue field.
This wiki article is somewhat confusing. At first I thought this particular flag is for the Philippine navy's use exclusively, but after reading this article, it seems that it's implying that the flag can also be used as a civil ensign. So, my question is, is this flag for navy use only or may civilians fly it as well?

The result of the move request was: moved as requested without prejudice against redirecting to List of flags of the Philippines, which would be an editorial decision outside the scope of this request. It appears all information on this page is already shown in the list article. Dekimasu よ! 14:47, 1 February 2020 (UTC)
Naval jack of the Philippines → Jack of the Philippines – Apparently this is used by civilian ships as well, not just naval vessels. Per WP:CONCISE. – Illegitimate Barrister ( talk • contribs), 17:11, 16 January 2020 (UTC) —Relisting. Cwmhiraeth ( talk) 14:35, 24 January 2020 (UTC)
