The example listed for time zone codes is incorrect. Tasmania is exactly the same with regard to DST as New South Wales. It has never started DST at the end of September.
I'm confused by:
"Speaking on region codes and countries, country code RU is used to specify part of Russia west from (and including of) Ural Mountains and country code XU is used to specify part of Russia east from (and not including of) Ural Mountains. Country RU is in EUR region, country XU is in SEA region. For all other purposes only country code RU is used to specify all the territory of Russia."
As I read it, the actual country of Russia is split in two: a part west of (and including) the Ural Mountains which is assigned country code RU, and a part east of (but not including) the Ural Mountains which is assigned country code XU. That seems contrary to the notion of a country.
What does "For all other purposes" in the second sentence mean? I interpret a country code as having only one purpose: to uniquely identify a country.
In the second sentence, does "only country code RU is used to specify all the territory of Russia" mean that "RU" also used when referring to the Russian Federation (which seems to be composed of countries with their own country codes) as a whole? I'm not sure if "all the territory of Russia" means just the land that comprises the country of Russia itself, or if it means "the Russian territories" (that is, "the territories belonging to Russia").
Just a note on style:
If "Speaking on region codes and countries" is meant in the same sense as "Speaking of region codes and countries", it sounds more casually-conversational than is usually found in Wikipedia.
A more formal sentence might begin with:
"Regarding the country Russia,"
