After a CCI, the article has been deemed free of copyright violations and plagiarism concerns. That they were present while this was listed is not a good sign. However, the entire article could use a good copy edit to clear up abbreviation and capitalization issues.
The article uses abbreviations inconsistently. Highway designations are used without giving the full name or a link on first usage, for example.
The article uses words as proper nouns incorrectly. The word "tollway" without any modifiers is not a proper noun on its own, and it should not appear capitalized.
Many of the citations are incomplete, and they are very inconsistent in terms of formatting.
There several places with uncited text, and in many of these, there are claims that require referencing under the GA criteria.
Factual accuracy and currency
Whole areas of the article are out of date by three years now cited to the 2010 budget. These need to be updated.
"In 2004, ISTHA voted to rename this route the Ronald Reagan Memorial Tollway. The route was later given the I-88 designation in order to obtain a higher speed limit." The I-88 designation predates the memorial name, and that whole paragraph is uncited.
There needs to be an update to the article related to the Congestion Relief Plan. It's nearing the end of 2013 now, and that information was out of date as of last year.
ISTHA has taken over the former Elgin–O'Hare Expressway (now
Illinois Route 390).

No proof that
File:ISTHA Seal.JPG is actually in the public domain. Since ISHTA did not exist before January 1, 1923, the license tag applied to that image is false. At worst, this needs to be deleted from Commons and reuploaded locally under a fair-use rationale.
