This article is somewhat a mess. There is some confusion regarding which unit has started construction and which is still in the planning stage. The reason, I guess, is the same identical naming. First I suggest a look at
this source and
here. I would say that there are two distinct sites, about 1.78 kilometres (1.11 mi) from respective nearest point. Should we consider a distance limit to define two sites, moreover of different owners ? Let's think about Fukushima Dai-ichi and Fukushima Dai-ni (Dai-ichi meaning #1 and Dai-ni meaning #2): distance about 10.86 kilometres (6.75 mi) nearest point between them.
I would suggest two articles. On naming choice could be Higashidōri Daiichi and Higashidōri Daini. Japan Atomic Industrial Forum instead uses: Tohoku Higashidōri and Tokyo Higashidōri. That would be, one article Tohoku Higashidōri Nuclear Power Plant and the secondo one Tokyo Higashidōri Nuclear Power Plant.
Here instead, we have for the first site: Higashi Dori-1(Tohoku), but it is a weak naming. Any suggestions ?
