Under preemption the 2020 local restrictions includes parks not just city buildings and special events. Charlottesville now has local ban on city property (including parks, buildings, and events).

On restrictions
In what way are NFA weapons restricted in VA if the only requirement to own an SBS, SBR, or suppressor. is adhering to the NFA, or at most, in the case of automatics, registering them? The only argument might be for the limited restrictions on AOWs, but that is at best a "partial", not a blanket "yes", and AOWs make up a very small proportion of NFA items.
