All peppers and any plant that produces an exposed (above ground) edible capsule containing its seed(s) for propagation (apple, strawberry, avocado, cucumber) is a fruit. Among many botanical sources, there is
this one by Merriam Webster Dictionary:"Any thing that grows on a plant and is the means by which that plant gets its seeds out into the world is a fruit. Carrots and potatoes and parsnips and the like are of course still vegetables; they are the edible part of the plant, not its reproductive body." --

Apparently there is an uncertainty to the meaning of guajillo - some claim "big pod", others "small gourd". We need good sourcing here. dispure discussed at this link in Note B
