because this is a volunteer project. no ones in charge. also, it seems like a minor incident. it didnt keep him becoming the top prosecutor, or lose his job as police chief.

This article includes overly promotional language that will boost his campaign for LA DA
This article was edited 1 month ago to include overly promotional and biased language. Some of it has been removed, but most of it is up there still. The language feels like it was taken from campaign literature, and since Gascon is currently running for DA of LA, I believe that the edits were made by his campaign.

You could ask the user about their possible connection to Gascon, or raise issue at
Wikipedia:Conflict of interest/Noticeboard. These are generally the only acceptable ways to deal with possible undisclosed COI. Suggesting that another editor is editing for pay or with a financial COI without evidence can get you in to trouble, possibly even blocked if the behavior is repeated. Rather than discuss the user, it is usually best to focus on the content. Yes, some of the added wording is promotional. Feel free to reword, or remove if the source is low quality or doesn't support the content. Also, there is plenty of criticism of Gascon in the press. Adding referenced criticism could bring more balance to this article.

A district attorney has one job, and it is extremely notable that Gascon has failed to do that one job. The article has a very vague statement that he has been accused of being soft on crime, but it really needs some specific, well sourced examples of what this actually means in the real world. People have been murdered because Gascon refused to lock up violent serial criminals who posed a clear threat. As it is currently written, this article looks more like a press release than an article about what Gascon has actually done in the real world.

Murder of New Zealand tourist
A New Zealand tourist was recently murdered in Orange County (where Gascon does not have jurisdiction) by a repeat offender who was given zero time in prison after being convicted of armed robbery in Los Angeles County (where Gascon does have jurisdiction). Some of these sources blame Gascon for the murder, claiming that he should have put the convicted armed robber in prison instead of letting him walk around free. This has been getting a lot of international attention, and I think it should be included. A district attorney has one job, and it is notable that Gascon failed to do that one job.
