I am also pretty sure that it goes against the MOS to have the first sentence defining what it is not, instead of explaining what it is. I see no reason why this should have its own article in its present state. --

I'm trying to expand this article. Does anyone have suggestions for structure? Is the French page a good guide or is there a page for a similar hospital that I should look at?
