Actually, on another point, this article seems to imply that the main purpose of the Formosa Resolution was the defence of Formosa (Taiwan) itself. The defence of Taiwan and the Pescadores was actually already covered in the earlier US-ROC Mutual Defense Treaty (December 1954, ratified in early 1955, and, I think, abrogated in about 1979); the main purpose of the Formosa Resolution, which was not a treaty but a congressional resolution, was to provide congressional endorsement of the President's pre-existing discretionary power to act in defence of territories not explicitly covered in that treaty but that he deemed necessary (again at his discretion) to a defence of the areas explicitly covered by the Mutual Defense Treaty. Thus the effect of the Formosa Resolution, and its meaning, was to endorse the President's authority to act in defence of the Offshore Islands, (particularly but not exclusively Quemoy and Matsu).
