No set responsibilities?

"The set responsibilities of a flankers are fewer then all other positions in a rugby team", says the article. What about the centres? AFAI understand the laws, flankers are required to be part of scrums (i.e. has a set responsibility) while centres play the game completely freely and are never required (other than from tactics) to be in a certain position, or to perform any duty. Or am I interpreting the concept of "set responsibilities" wrong? I just think the wording is very definitive, and since it is unsourced I think it should be made weaker somehow.
